Evaluating a policy proposal

A policy evaluation should identify the objective, affected groups, likely behavioral responses, and feasible alternatives. Efficiency asks how resources create benefits; equity concerns how benefits and costs are shared. Evidence can estimate effects, but choosing among competing values also requires judgment. State uncertainty and compare plausible outcomes.
