Reading a binding price ceiling
A price ceiling sets a maximum legal price. In a simple competitive model, a ceiling below equilibrium creates excess quantity demanded. Allocation may then involve waiting, search, or other rules. The outcome depends on enforcement and related policies; a ceiling above equilibrium does not constrain that market price.
