Separate success from limits

Design criteria describe what a solution should achieve. Constraints set limits such as available space, time, or material. For a desk organizer, keeping tools easy to reach is a criterion; fitting inside the available shelf space is a constraint. Some criteria can become measurable requirements. State both success conditions and limits before comparing ideas.
