Air quality depends on the substances present, their concentrations, and how conditions change over time and place. Some pollutants are emitted directly, while others form through atmospheric reactions. Clear-looking air can still contain pollutants. A meaningful comparison identifies what was measured, where, and when instead of using visibility alone as a complete measure.
