Separate a change from its explanation

Monitoring repeatedly measures conditions using a defined method. A lower pollutant concentration after an intervention is useful evidence, but rainfall or other changes could also contribute. Compare relevant periods or reference sites when possible, and record sampling methods. Measurement can reveal a trend without by itself proving which action caused it.
