Distinguish a process from its consequences

A geological hazard is a potentially damaging process, such as landsliding or earthquake shaking. Risk also depends on what is exposed and how vulnerable it is. Similar shaking can have different consequences in different settlements. A hazard map describes specified conditions and assumptions; it does not guarantee the outcome at every building.
