Descriptions and evaluations

A descriptive claim says how things are. An evaluative or normative claim concerns what is good, right, or should be done. Facts matter to ethical reasoning, but a recommendation also needs some standard or value connecting the facts to the proposed action. Making that connection explicit helps others assess it.
