Count both sources of a flag

An automated rule checks 1000 messages. There are 10 unwanted messages and 990 ordinary ones. It flags 9 of the unwanted messages and 99 ordinary ones. Of 108 flagged messages, only 9 are unwanted, about 8.3%. A high detection rate for unwanted messages alone does not tell you how trustworthy a flag is.
